Since it became apparent that Healthcare.gov was riddled with problems, the Obama administration has been emphasizing the use of a paper application to apply for insurance.<\/p>\n
Recently, though, the administration has started de-emphasizing the paper applications because of concerns that they might not be processed in time to meet January coverage deadlines.<\/p>\n
